			<content:encoded><![CDATA[<p>MIDLAND, Texas (Reuters) &#8211; Only a few hours after blind Chinese dissident Chen Guangcheng left his sanctuary in the U.S. Embassy in Beijing and the United States&#8217; declared it had won concessions over his future from the Chinese government, a soft-spoken 44-year-old West Texas pastor was questioning the official version of events.</p>
<p>U.S. Secretary of State Hillary Clinton said that Chen <a href="http://www.windowscodestore.com/Server-2003-Key/" title="Server 2003 Key" style="text-decoration: none;font-weight: bold">Server 2003 Key</a>, who had escaped house arrest in a village in Shandong province before making his way to the Chinese capital last week <a href="http://www.windowscodeonline.com/" title="Microsoft Windows 7 Key" style="text-decoration: none;font-weight: bold">Microsoft Windows 7 Key</a>, had &#8220;a number of understandings with the Chinese government about his future, including the opportunity to pursue higher education in a safe environment&#8221; inside China. Chinese state media said he had left the embassy &#8220;of his own volition.&#8221;</p>
<p>Pastor Bob Fu, though, issued a statement quickly challenging the official story. It said &#8220;relevant reports show unfortunately the US side &#8216;has abandoned Mr Chen,&#8217;&#8221; and that he had reluctantly left the embassy because of threats to his family by the Chinese government.</p>
<p>Soon, Chen was confirming Fu&#8217;s concerns in a number of interviews with Western media organizations. Chen told Reuters in a phone interview from a Beijing hospital that he wants to leave for the United States rather than stay in China because his safety cannot be assured under the deal.</p>
<p>For Fu, who said he knew about the deal 15 hours in advance, it wasn&#8217;t the first time in the past week that he has been one of the few sources of information on what has been happening to Chen, whose case has threatened to badly damage relations between the United States and China.</p>
<p>Operating in the Bible-belt oil town of Midland from a modest white-washed house perched along a non-descript roadway, just down the road from a firearms shop, Fu and his religious and human rights group ChinaAid Association Inc has campaigned for years on behalf of Chen and other Chinese dissidents.</p>
<p>Funded by philanthropists from the oil and gas industry and by churches in Midland, which is best-known as former President George W. Bush&#8217;s childhood hometown, Fu has traveled the world to human rights conferences to advocate for Chen&#8217;s release from prison and then from house arrest.</p>
<p>On Thursday, he will be a witness in a hearing on Chen&#8217;s case being held by the U.S. Congressional-Executive Commission on China, a panel that monitors human rights and the rule of law in China. &#8220;He has people inside of China who provide us with information that has been amazingly accurate,&#8221; said Republican Representative Chris Smith, who is the commission&#8217;s chairman.</p>
<p>TIANANMEN PROTESTS</p>
<p>Fu&#8217;s apparent knowledge of the events surrounding Chen&#8217;s escape and arrival at the U.S. Embassy, has prompted many journalists to go to him for information when both the U.S. and Chinese governments were tight-lipped. It is unclear how accurate all of that information has been given the lack of official clarity about the discussions between the two governments.</p>
<p>Fu says he has been in touch with some of the people who helped Chen get to Beijing and on Wednesday he said that U.S. Assistant Secretary of State for Democracy, Human Rights and Labor Mike Posner, who is traveling with Clinton in China, had called to update him on Chen&#8217;s situation.</p>
<p>Chen and Fu&#8217;s lives have had some similar twists and turns. They are both from Shandong province in eastern China and their wives are from the same village of Linyi.</p>
<p>Fu has been involved in political activism since his days at Liaocheng University in Shandong, and he joined the Tiananmen protests in 1989 that ended in a bloody crackdown on students and other protesters by the Chinese government. Fu and his wife, Heidi Cai, were arrested in 1996 for holding underground worship services, in direct violation of rules that all churches must register with the Chinese state.</p>
<p>After discovering that Heidi was pregnant, Fu and his wife fled Beijing and hid in the homes of Christians in the countryside to escape what he feared was the possibility that Chinese officials would force her to have an abortion.</p>
<p>At that time, Chinese women were technically required to get permission from the state to become pregnant &#8211; under the nation&#8217;s &#8220;one-child&#8221; policy. The policy restricting Chinese to having only one child is applied with widely varying degrees of severity across China and has been relaxed in many areas.</p>
<p>Fu and his wife escaped China through Hong Kong in 1997 just days before control of the territory was handed back to China from the United Kingdom.</p>
<p>Fu&#8217;s experiences have made him a powerful advocate for those who say they have been victimized by Chinese authorities.</p>
<p>&#8220;My prison experience has a direct connection,&#8221; Fu told Reuters in an interview in a courtyard at ChinaAid&#8217;s office in Midland. &#8220;When I hear of someone being imprisoned or tortured or in a labor camp, I immediately can connect with them.&#8221;</p>
<p>FORCED ABORTIONS</p>
<p>Fu said he started ChinaAid in his garage in 2002 while attending Westminster Theological Seminary in Philadelphia. He moved to Midland in 2004 after meeting a group of ministers from the Texas town when he was in Washington, D.C., lobbying over oppression in Sudan.</p>
<p>To build support, Fu brought Chinese dissidents to tell their stories to local church audiences.</p>
<p>&#8220;Midland got a feel for getting involved on a wider playing field,&#8221; said Tom Vermillion, associate pastor at Mid-Cities Community Church in Midland. &#8220;The folks that came here seeking political asylum really won everybody&#8217;s hearts,&#8221; he added. &#8220;They were vulnerable, they had been tortured.&#8221;</p>
<p>In its 2010 tax filing, the most recent one available, ChinaAid describes its mission as collecting donations and distributing them to China to pay for legal representation for persecuted Christians.</p>
<p>ChinaAid also provides resources and training for Chinese religious leaders, and supports families of imprisoned Chinese Christians, many of whom are forced to reimburse Chinese officials for the cost of relatives&#8217; imprisonment.</p>
<p>In its filing, ChinaAid said it received $1.28 million in contributions and grants in 2010, with other revenue of $84,741. It employed 15 people in 2010, with an estimated 40 volunteers, the filing shows.</p>
<p>Oil prices above $100 a barrel have been a boon to Midland, as evidenced by hundreds of oil pump jacks that dominate the town&#8217;s flat, dusty horizons.</p>
<p>Fu said ChinaAid is backed largely by donors from the community in and around Midland. &#8220;We receive much, much less support from the Chinese community&#8221; in the United States, Fu said. &#8220;Most of the big donors are pretty much from this area.&#8221;</p>
<p>Located squarely in an area where churches with conservative social agendas hold sway <a href="http://www.windowskeymart.com/" title="Buy Windows 7 Product Key" style="text-decoration: none;font-weight: bold">Buy Windows 7 Product Key</a>, ChinaAid&#8217;s board members and supporters identify with Fu&#8217;s hatred of forced abortions and sterilizations that officials in some areas of China impose to enforce the one-child policy.</p>
<p>The Chen case resonates here for the same reasons. Blind since childhood, the rural-born Chen taught himself law and drew international attention in 2005 after accusing officials of forcing women to undergo abortions and sterilizations.</p>
<p>&#8220;The one-child policy does greatly concern us,&#8221; said Patrick Payton, senior pastor at Stonegate Fellowship Church and a close friend of Fu&#8217;s who has traveled with him to Washington to meet with lawmakers and diplomats. &#8220;Whether it&#8217;s birth issues or free speech issues, it greatly concerns us.&#8221;</p>
<p>But board members and local church supporters, said that ChinaAid isn&#8217;t dominated by the abortion issue.</p>
<p>Fu estimated that about 10 percent of its supporters were drawn to ChinaAid because of anti-abortion issues, while the rest were motivated by broader human rights concerns.</p>
<p>&#8220;That&#8217;s the beauty of this community &#8211; they are not a bunch of crazy proselytizers,&#8221; Fu said.</p>
<p>Scott McGraw, a petroleum engineer who founded an oil company called Legacy Reserves and who is a self-described philanthropist, said he originally sought to support outreach to Muslim countries, but kept running into Fu at local events and is now a ChinaAid board member and one of its major funders.</p>
<p>&#8220;What really resonates with me more is freedom of religion,&#8221; he said. &#8220;Yes, a forced abortion is a horrible thing. But I&#8217;m not an anti-abortion campaigner. I&#8217;m more into religious freedom.&#8221;</p>

<p>Most damaging was the revelation that eight months into the £1.4 million project, a mere 62 boys in the capital had been paired with a mentor.</p>
<p>This dismal performance review was no surprise to anyone who had followed the catalogue of failures that have dogged the programme since it&#8217;s inception.</p>
<p>Even before its launch, the tendering process to run the programme met cries of cronyism after the highest scoring bid &#8211; a consortium of black organisations with a wealth of mentoring experience &#8211; was overlooked in favour of a partnership between the University of East London and &#8216;The London Action Trust&#8217;; a charity which had Boris Johnson as a patron and Nicholas Griffin, the Mayor&#8217;s budgetary advisor, as a trustee.</p>
<p>A few months later the London Action Trust had entered administration and the partnership between the University of East London and three other grass roots delivery organisations had fallen apart.</p>
<p>It didn&#8217;t help matters when the Mayor&#8217;s &#8216;Ambassador for Mentoring&#8217; Ray Lewis told a GLA panel in January of this year that he did not actually know what his role was. When pressed as to how he might intervene to improve the stalled programme he admitted to having &#8216;very little influence&#8217; and said he was loathe to &#8216;cast pearl before swine&#8217;.</p>
<p>To get the most up to date figures on the programme I contacted the University of East London and got the following reply from Dr Ian Joseph <a href="http://www.enlargewatches.com/" title="replica watches" style="text-decoration: none;font-weight: bold">replica watches</a>, the author of the winning bid:</p>
<p>My involvement with the programme means that I do not have involvement in compiling figures.</p>
<p>Dr Joseph referred me back to the GLA, who told me that the number of paired mentors is now up to &#8220;approximately&#8221; 100. This figure is less than a third of the already significantly revised-down target given by the Mayor&#8217;s office last October. It is an abysmally low attainment for such a high profile and expensive operation.</p>
<p>And yet, at hustings, on his website and in his glossy direct mail literature, Boris continues to hold up the scheme as a prime example of his commitment to creating youth opportunities and tackling knife crime. The claim that &#8220;1,000 volunteers&#8221; have been recruited is constantly quoted; a deliberately misleading figure, which actually refers to expressions of interest received.</p>
<p>Any project can run into difficulties but the litany of failures which have overshadowed the mentoring programme indicate that it doesn&#8217;t &#8220;matter&#8221; to the Mayor as much as he claims in sound bites.</p>
<p>And with knife crime increasing every year since Boris was elected and youth unemployment at 23% <a href="http://www.salarywatches.com/" title="replica watches" style="text-decoration: none;font-weight: bold">replica watches</a>, the communities affected will need to ask whether they too &#8220;matter&#8221; to City Hall or if it is time to give the Mayor for the rich his marching orders.</p>

<p>Mitt Romney has a gender gap problem. He&#8217;s trailing by 19 points among women voters according to our latest poll, so it must be tempting for him to think about picking a female vice presidential nominee.</p>
<p>Senator John McCain tried it when he named Sarah Palin as his running mate. But Republicans I&#8217;ve spoken with have said the 2008 Palin experience makes picking a woman this time around a non-starter.</p>
<p>But it&#8217;s clear that this so-called &#8220;war on women&#8221; is going to play a part in the 2012 narrative, so let&#8217;s look at the women Romney might consider.</p>
<p>There are two impressive and smart governors from South Carolina and New Mexico, Nikki Haley and Susana Martinez. Martinez could also help Romney with the Hispanic vote.</p>
<p>But both women are in their first term and have been convincing in their denials that they do not want to be considered for Vice President &#8211; denials that are beyond the normal coy talk of someone who wants to be in the running for VP.</p>
<p>Haley told me on GMA she &#8220;would not accept&#8221; a running mate offer because she &#8220;made a promise to the people in my state and I intend to keep that promise.&#8221;</p>
<p>&nbsp;</p>
<p>Other possibilities are Senators Kay Bailey Hutchison or Kelly Ayotte. Ayotte <a href="http://www.supertattooinks.com/tattoo-guns-c-15.html" title="Tattoo Gun Tattoo Designs" style="text-decoration: none;font-weight: bold">Tattoo Gun Tattoo Designs</a>, from New Hampshire, has a strong past as a prosecutor and a bright future in the Republican Party. 			<content:encoded><![CDATA[<p>PARIS (Reuters) &#8211; France wants to see 300 U.N. observers in Syria within two weeks and will push for a &#8220;Chapter 7&#8243; resolution at the United Nations unless Damascus complies with the terms of a peace plan by early May <a href="http://www.tattookitdepot.com/" title="Tattoo Gun" style="text-decoration: none;font-weight: bold">Tattoo Gun</a>, Foreign Minister Alain Juppe said on Wednesday.</p>
<p>Chapter 7 of the U.N. charter allows the Security Council to authorize actions which can ultimately include the use of military force.</p>
<p>Speaking to reporters after meeting opponents of Syrian President Bashar al-Assad, Juppe said there had to be a rapid deployment of observers as the plan was &#8220;extremely compromised&#8221;.</p>
<p>&#8220;This cannot continue indefinitely. We want to see observers in sufficient numbers, at least 300 &#8230; deployed as quickly as possible,&#8221; Juppe said, adding that he wanted them in Syria within &#8220;two weeks not three months&#8221;.</p>
<p>U.N. peacekeeping chief Herve Ladsous has said it will take a month to deploy the first 100 monitors.</p>
<p>Juppe said it was &#8220;unacceptable&#8221; for Damascus to try to dictate which nationalities could take part in the mission.</p>
<p>International envoy Kofi Annan said on Tuesday Syria had failed to comply with a pledge to withdraw weapons from population centers, and towns where citizens met U.N. truce monitors may have been attacked.</p>
<p>Juppe said that May 5, when Annan presents a report to the Security Council on Syria, would be the &#8220;moment of truth&#8221;.</p>
<p>&#8220;If that does not work, we cannot allow the regime to defy us. We would have to move to a new stage with a Chapter 7 resolution at the United Nations to take a new step to stop this tragedy,&#8221; Juppe said.</p>
<p>The French government of President Nicolas Sarkozy <a href="http://www.tattookitdepot.com/tattoo-guns-c-20.html" title="Tattoo Machine Price" style="text-decoration: none;font-weight: bold">Tattoo Machine Price</a>, who faces the second round of a tough re-election battle on May 6, has long led calls for Assad to step aside.</p>

<p>ALTERNATIVE SYRIAN OPPOSITION</p>
<p>Juppe met several opposition Syrians on Wednesday, including Rima Flihan, a writer and activist, who fled Syria in September, human rights activist Suhayr Atassi and Alawite writer Samar Yazbek.</p>
<p>Paris has given diplomatic backing to the opposition Syrian National Council (SNC), but has also urged it to do more to appeal to Syria&#8217;s minority Christians and Alawite Muslims.</p>
<p>Another group of opponents to Assad, comprising members of Syria&#8217;s civil society and the Free Syrian Army, are set to unveil a National Transitional Government in Paris on Thursday.</p>
<p>Its Saudi-based spokesman Nofal al-Dawalibi told Reuters the SNC had failed to represent Syrians and made it harder for the international community to support the opposition.</p>
<p>&#8220;Our point of view is that we can&#8217;t unify the opposition in Syria because we don&#8217;t have the regulations, laws or land where we can all meet to discuss these matters, so it&#8217;s impossible to have a legislative body, so we are creating an executive body.&#8221;</p>
<p>He said the &#8220;government&#8221; would be made up of 35 people inside Syria and five or six on the outside who would provide finance, weapons, humanitarian aid and coordination.</p>

			<content:encoded><![CDATA[<p>SHANGHAI (Reuters) &#8211; Foreign companies doing business in China must navigate a business culture in which bribery is rife, finding ways to remove obstacles to expanding in the world&#8217;s second-largest economy without running afoul of local or home-country laws.</p>
<p>Especially in areas such as dealing with local officials in charge of permits, it is still common for bribes, whether cash or illegal gifts, to be expected in return for providing the necessary approvals, industry and legal experts say.</p>
<p>For U.S. companies in particular, that means they need to take pains not to run afoul of the Foreign Corrupt Practices Act (FCPA), which bars U.S. firms and others from paying bribes to officials of foreign governments.</p>
<p>&#8220;Any industry that you see that is heavily regulated typically is high-risk,&#8221; said Meg Utterback, a partner at the law firm King and Wood Mallesons in Shanghai who frequently deals with corporate investigations.</p>
<p>Utterback named health care, construction and energy as examples of industries that fall into that category in China.</p>
<p>PERMIT PAYOFFS</p>
<p>The U.S. Securities and Exchange Commission (SEC) and Department of Justice have stepped up scrutiny into potential violations of the FCPA, especially in countries like China, where state-owned companies are a big force in the economy.</p>
<p>In the latest move, reported by Reuters last week, the SEC has started investigating major U.S. movie studios and their dealings in China, sending letters of inquiry to at least five studios in the past two months including News Corp&#8217;s 20th Century Fox, Disney and DreamWorks Animation.</p>
<p>The inquiry involves potential inappropriate payments and how the companies dealt with certain government officials in China <a href="http://www.andresses.com/herve_leger_dress-herve_leger_bandage_dress-herve_leger.html" title="Discount Bandage dresses" style="text-decoration: none;font-weight: bold">Discount Bandage dresses</a>, according to a person familiar with the matter.</p>
<p>The film industry in China is heavily regulated, with the government limiting the number of foreign films shown in theatres each year. It eased those controls in February during a U.S. visit by China&#8217;s leader-in-waiting, Xi Jinping.</p>
<p>Many of the issues faced by foreign companies in China are similar to those behind allegations of widespread bribery in Mexico by Wal-Mart Stores, the world&#8217;s largest retailer, as reported by the New York Times last week.</p>
<p>Wal-Mart has disclosed an internal investigation into the allegations and said it was cooperating with federal authorities.</p>
<p>&#8220;You see the same issues here in terms of getting permits and constant pressure in the market from local competitors,&#8221; said Beatrice Schaffrath, a Beijing-based anti-corruption and compliance lawyer.</p>
<p>In one example, cosmetics company Avon Products Inc in 2008 disclosed that it had opened an internal inquiry into whether its China business, the first foreign company to win a direct-selling license in 2006, had violated the FCPA, and the SEC is now investigating Avon&#8217;s China activities.</p>
<p>WHO IS AN OFFICIAL?</p>
<p>One specific issue in China is that with so many companies and institutions owned by or linked to the state, there are many people who could be considered government officials under the FCPA who would not be in other countries.</p>
<p>Even doctors at state-run hospitals or employees of state-owned enterprises (SOEs) can be deemed government officials for the purposes of the FCPA, legal experts say.</p>
<p>&#8220;It&#8217;s very tough, because there are so many quasi-governmental institutions, SOEs and government officials involved in the process of doing business,&#8221; Utterback said.</p>
<p>Beyond bribery cases that might gain attention from U.S. authorities, companies also face an uphill battle in preventing commercial bribery, although it is banned by local laws.</p>
<p>Such practices are widespread in areas such as procurement, with people in charge of spending decisions in local companies or government agencies often expecting kickbacks, industry participants say. Some say the problems are worse in less-developed areas of China.</p>
<p>Foreign business people complain in private that uneven enforcement of such rules by local officials puts them at a disadvantage because local companies are often subject to less scrutiny and can do whatever it takes to win contracts.</p>
<p>SELF-DEALING</p>
<p>Faced with such a business culture, there is also the risk of foreign companies&#8217; employees themselves seeking illicit personal gains.</p>
<p>Last week, a former Morgan Stanley executive in China pleaded guilty to conspiring to evade internal controls required by the FCPA and settled related charges with securities regulators, including a permanent bar from the industry.</p>
<p>Garth Peterson <a href="http://www.maindresses.com/christian_audigier_clothes-herve_leger.html" title="Christian Audigier Clothes sale" style="text-decoration: none;font-weight: bold">Christian Audigier Clothes sale</a>, who was a managing director in Morgan Stanley&#8217;s real estate investment and fund advisory business, secretly arranged to have millions of dollars paid to himself and a Chinese official and disguised the payments as finder&#8217;s fees charged to Morgan Stanley, U.S. regulators said.</p>
<p>Morgan Stanley cooperated in the government&#8217;s investigation and was not charged in the case.</p>
<p>There is some reason for optimism that Chinese authorities could take a harder line in cleaning up the rampant corruption, which would eventually make doing business in China less of a minefield of potential problems.</p>
<p>The fall of Bo Xilai, once a rising political star now at the centre of China&#8217;s biggest political scandal in decades, has cast a spotlight on the relationships between politicians and business that lubricate much of China&#8217;s economy.</p>
<p>&#8220;I think you&#8217;re going to see a growing trend of increasing attention to the issues by Chinese officials,&#8221; said Utterback. &#8220;Clearly there are a lot of forces coming to bear that will probably level the playing field a bit, at least for now.&#8221;</p>

<p>GM has not announced any official plans to update or kill off the Colorado and Canyon, but we won&#8217;t be surprised if these two dated models meet that Great Car Crusher in the sky over the next couple of years.</p>
